Dr. Terry L. Baskin, a distinguished figure of honor and leadership, achieved a historic milestone in 2004 when he became the first African American Tax Commissioner in the illustrious history of Clayton County, the fifth largest county in the State of Georgia. In his pivotal role, Dr. Baskin oversaw the management of the largest multi-million-dollar revenue operation for the state, county, school system, and municipalities in Clayton.

Currently, Dr. Baskin serves as the Secretary/Treasurer on the Development Authority of Clayton County and is actively involved in various capacities, including membership in the Georgia Association of Tax Officials and Constitutional Officers of Georgia. Notably, he co-created and serves as the Ex-officio member of the county’s Land Bank, chaired the county’s first Chief Financial Officer’s committee, and contributed as a board member of the county’s Solid Waste Board.
